A low-quality or manipulative backlink that can harm a site's trust and rankings rather than help them.

A toxic link is an inbound link from a spammy, irrelevant or manipulative source, such as link farms, private blog networks, hacked pages or paid link schemes. These links can be interpreted as attempts to game rankings and may contribute to algorithmic suppression or a manual action. In most cases Google ignores obviously bad links automatically, so disavowal is reserved for sites with a genuine unnatural-links pattern or a known manual penalty.
